Bayannaoer has more than 10 million mu of high-quality arable land. The combination of water, soil, light and heat is rare in China. The prerequisite for developing green organic agriculture is unique. The export volume of characteristic agricultural and sideline products has been the first in the autonomous region for seven consecutive years.

As one of the local leading export agricultural products, pumpkin seeds are well sold at home and abroad by placing a "geographical label" with low agricultural residues and high quality.

Based on the advantages of resources, the local government carries out the mode of "enterprise + farmer" and strives to build a pollution-free pumpkin seed planting base. Enterprises sign cooperation agreements with farmers, provide high-quality seeds and high-tech support, and purchase at a price not less than the protective price to ensure that farmers increase their income and enterprises benefit. At present, there are about 40 pumpkin seed export record enterprises in Bayannaoer. The raw material supply is not only high quality pumpkin seeds planted in the basic soil, but also from Xinjiang, Gansu and other regions. Among them, the leading enterprise, Geheng, accounts for about 1/4 of the city's annual export volume, while Sanxin has opened up planting bases in Xinjiang, and the industrial chain is constantly maturing and extending.

On this basis, inspection and quarantine organs play the role of "booster" and adopt the service mode of "excellence outcomes" to urge pumpkin seeds to go abroad.

Enterprises are required to issue quality and safety commitments to inspection and quarantine institutions regularly, strengthen the awareness of "the first responsible person" and control quality and safety. At present, many enterprises have passed the certification of management system and established and improved enterprise management system. Specialized personnel are assigned to enter the enterprise to guide the enterprise to build laboratories in a practical way and to enhance the self-inspection and self-control ability. Strictly control the source and screening of raw materials to achieve "traceability of sources and traceability of destinations". In view of the key points and weaknesses in the production and processing links of enterprises, regular seminars are held to correct them, and "one-to-one counseling" is carried out to check for omissions and make up for deficiencies, so as to avoid and reduce quality risks. Promote the project of "same line, same standard and same quality" for domestic and foreign products, and guide enterprises to establish a unified quality, safety and health control system adapted to domestic and foreign markets.

While strictly supervising and promoting the quality of pumpkin seeds exported, inspection and quarantine agencies have done their best in improving customs clearance efficiency and expanding overseas emerging markets. On the one hand, the inspection and quarantine organs implement paperless reporting. Instead of running errands with the documents, enterprises can let the information run away, click the mouse and finalize it with one key. This saves time and cost for enterprises to report and check, and achieves "acceleration clearance". On the other hand, we should make efficient use of the policy of origin to guide enterprises to extend their trade tentacles to emerging overseas markets. Local pumpkin seeds are sold in large quantities to EU countries, while China has graduated from the EU GSP system, and some EU countries no longer offer preferential policies such as tariff reduction and exemption. In this regard, inspection and quarantine agencies issue certificates of origin for enterprises and sell pumpkin seeds to other countries. Recently, the inspection and quarantine agency issued the certificate of origin of the Asia-Pacific Free Trade Agreement for the first time, and the first batch of pumpkin seeds were exported to India.

According to statistics from inspection and quarantine agencies, last year, Bayannaoer exported about 25,000 tons of pumpkin seeds with a value of about 500 million yuan. In the first July of this year, on the premise that new products were not yet on the market, it exported about 14,000 tons with a value of about 230 million yuan. Its products were exported to the Middle East, Western Europe, North America, and more than 30 countries such as the United Kingdom, Germany and the United States. Overseas markets are gradually expanding and the number of exports is increasing year by year. Local pumpkin seeds have become the largest export producing area in China.

Back in June last year, inspection and quarantine agencies accompanied the FDA inspection team of the U.S. Embassy in China to conduct on-site supervision and inspection of Bayannaoer's food importing enterprises, so as to broaden the U.S. market for high-quality agricultural and sideline products.

On June 5, Inner Mongolia Inspection and Quarantine Bureau signed a cooperation agreement with Bayannaoer Municipal Government to jointly build a national demonstration city for the quality and safety of agricultural products for export.

On July 27, Chang Zhigang, Secretary of the Party Committee of Bayannaoer City, stressed at the economic situation analysis meeting that Hetao should build a global base for the production, processing and export of green organic high-end agricultural and livestock products, and that the development of green organic high-end agricultural and livestock products should be the main direction of agricultural and animal husbandry development.
